14 | Overdrive | April 2019 A bill to allow small carri- ers, including single-truck owner-operators, to forgo use of electronic logging devices and return to using paper logs was filed in the U.S. House. Rep. Collin Peterson (D-Minn.) introduced H.R. 1697 to the House Transportation and Infrastructure Committee on March 12. The Small Carrier Electronic Logging Device Exemption Act would exempt all carriers with 10 or fewer trucks from the ELD mandate, mean- ing they could revert back to paper logs to record duty status. It's unclear whether the legislation would gain much support in Congress or at the White House.The legislation originally was introduced last May but failed to make it out of committee. Other than Peterson, the bill gained 33 co-sponsors last Congress — all of them Republicans. The current version of the bill has one co-sponsor, Rep. Greg Gianforte (R-Mont.). The pair also intro- duced a bill March 12 to exempt drivers who haul agricultural commodi- ties, including livestock, from the ELD mandate. The Agricultural Business Electronic Logging Device Exemption Act,H.R. 1698, was sent to the same House com- mittee. — James Jaillet Bill would exempt some from ELDs N E W S Danny Jewell of Nebraska City, Nebraska, was named 2018 Owner- Operator of the Year in the annual contest pro- duced byOverdriveand the Truckload Carriers Association, landing him $25,000 in cash. The announcement was made March 12 at the annual TCA Convention in Las Vegas. Jewell is leased to Warren Transport, Waterloo, Iowa. "I love making custom- ers happy, people happy," Jewell said in a recorded interview shown at the banquet that concluded TCA's meeting. "There's a sign in Minneapolis that says, 'Love God, love people,' and that is me. Without God, I would have noth- ing." Finalists Robert Roth, of Erb International, Coldwater, Ontario, and Kevin Kocmich, of Diamond Transportation System, Litchfield, Minnesota, each received $2,500. Those awards, as well as comparable awards with the same prize money for the top com- pany drivers, are spon- sored by Love's Travel Stops and Cummins Inc. Ester Nemeth of Bison Transport, Winnipeg, Manitoba, was named 2018 Company Driver of the Year. The other finalists were Don Lewis of Wilson Logistics, Republic, Missouri, and David McGowan of WEL Companies, Marinette, Wisconsin. The com- pany driver awards are produced by TCA and Overdrive sister brand Truckers News. Jewell has logged more than 6 million accident- free miles.
